Decent Halogens for 97 headlamps

I don't think you'll do much better with the fancy ones and not upset other drivers. I drive a long way every evening in the dark and my only headlight complaint is the guys with aftermarket lights (and some factory LEDs are pretty dazzling too)
Thanks, that's a good suggestion. Many years ago I took some tacoma headlights apart and painted them black before the HID mod had been done. I don't see myself playing too much with this truck other than maybe biggest tire that will fit on stock suspension and comfort things like bulbs light bars etc.
My '97 has the clear lenses but unless they were changed by a PO they're original. Did Canadian vehicles get the other style sooner?

No idea, I'd guess they were replaced at some point.

Im considering Philips VisionPlus . Ill disable my DTRL and get some Thin Line 6-LED Marker in the grill. I haven't seen many 3ed gens with marker lights in the grill but the 5th gens look good so im going to give it a shot.

If you want a no-bullshit plug n'play upgrade that is simple and as effective as you will get with halogen bulbs – get some piaa Xtreme white bulbs. They won't last more than a year most likely and they cost about $50 a set. But they will help you see better and not blind other drivers.
I ran them in my 4runner until they burnt out and was very happy with them aside from their short lifespan which is typical I've learned of any high performance halogen style bulb. You get increase light output but lose longevity in the trade. So if paying $50 a year for good solid lighting is not an issue – try the Piaas.
After my Piaas died, I switched over to the Sylvania whatever bulbs that are supposed to be as bright as the Piaas – but they aren't. They're better than stock but that's it. I'll be switching both my trucks to Piaa again soon.
Obviously no halogen is going to compete with HIDs – but if you don't want mess with HIDs and if you feel LED aren't good enough yet (like me), the Piaa bulbs fit the bill.
Switching over to the 99+ style headlights with clear lenses is also advised if you want the best lighting without going to HIDs.

I use these 67/60's.
They are a noticeable notch brighter than stock, kinda like the way police car headlights always seemed brighter than our ordinary family car's lights.
They are available online for $7-$8 a pair.
Note: When I got my '97 4Runner in 2013, I had a custom headlight wiring harness made. It runs 12 gauge wiring from battery directly to the headlights. This harness may not actually be necessary to accommodate the 67/60 bulbs, but I've used them in the last few trucks I've had. They eliminate any headlight dimming due to old wiring...until the harness gets old!

Similar to the VisionPlus bulbs but have a more focused beam. They run at a higher wattage as well but the bulbs wear out faster that way. I'm on year 3 and still running, but I don't use my headlights much. Noticably brighter than the stock bulbs.

The best bulbs are phillips xtremevision +100. Sylvania is generally crap.

Money well spent in my oppinion. Your figure of $1000 might be a bit high as I doubt if they had these available 20 years ago – they would have cost $50 then as well.
Regardless though, people often drop $300-500 on HID conversions. Will they last 20 years? I don't know, but if money is your primary concern then you could always stick with tried & true basic bulbs or whatever fits within your budget. $30 cheap ass Chinese LEDs on eBay should fit the bill if you don't mind being "that guy" and blinding everyone else with a wall of light.
Me personally, even at $1000 spread-out over the course of 20 years so that I can see well at night and not blind other drivers in the process – is money well spent.
Everyone's priorities & budgets are different.
Guys I ended up going with Auxbeam f16 LED. If glaring is an issue I will point the lights down and see if that helps. I can say though they aren't crazy bright. A huge improvement and the temperature is much nicer but no where near as bright as expected. For $50 I took a chance and they might actually work out.

To help with lifespan, I disabled my Daytime Running Lights.
I use the Sylviana Silverstar Ultras.
