Does anybody recognize this mount? (possible Yakima or Thule)

So yeah...Yakima totally rocks. They responded to my question within like 2 hours.

"Those bases are for a discontinued product called the Locking RailRider. They are completely usable, but you would have to find a set of RailRiders or LockingRailRiders. Otherwise, you can purchase our Control Towers with Landing Pad 1's to fit into your track system.

Exactly why I've been using Yakima products to haul my boats, bikes, snowboards, surfboards (you name it ...) for almost 30 years ... glad you found the answer!

Ahh, the surfer type. That makes sense then.

I see people here in abq with them though, dont get it..

Canoes?? Here in the SE the guys running really wide racks are usually hauling a couple of open boats ...
