do i need to grind the powdercoating off in any places so that the stud can ground the antenna, and the mount can make metal to metal contact with the vehicle?

Exactly right. Grind the powdercoating off around the stud mount and where antenna mount bolts to the truck. It will allow for a much better ground.

Guy at the CB shop recommended grinding around the actual stud mount as well. My SWR is pretty close to perfect now.
