EGR delete + smog

So I'm thinking about doing a full EGR delete on my 3RZ with the LC Engineering block plate kit, and of course putting a 10k ohm resistor in place of the sensor so the ECU thinks its all good. I have a check engine light, the EGR valve is stuck open (P0402). So if I remove the whole system will I still be able to pass smog? I live in california so stricter regulations... Thanks in advance.

Probably not. Removing any part of the emission system is an instant failure in CA

There are plenty of Federal emissions 4Runners in California, mine being one of them. If you can return it to a Federal emissions level without the check engine light, it will pass as long as the readings are within standards. The trick will be keeping the ECU happy, not so much removing the parts.
