Sorry about that. I had nothing when I went ground to black/yellow and power to blue/white. I wanted to make sure the multimeter was good so I ran a wire back to my battery and left the ground on the black/yellow and had 12v.

Perfect, if you want more certainty, find a test light and check the blue with white wire and it should light for a second when you "unlock". If it does, the actuator is bad.
What would cause multiple bad actuators? I'm sure it could just be coincide but 2 actuators and some sort of window issue. .just seems odd

Contrary to popular opinion, the actuators on our rigs our big steaming piles of dog crap. Well after 18 years of use...

I was a Honda tech for many years and it's the same thing with them. I replaced door lock actuators and window regulators/motors constantly. I remember a crv with all 4 lock actuators bad at the same time.
Swapped the lift gate actuator and it's working better. But it seems to have some bugs somewhere, for instance it still doesn't lock and unlock everytime. It looks like the plastic on the actuator (the part that the short linkage attaches to) keeps getting stuck and preventing it from locking or unlocking.
