I'm not familiar with the rarity/odd attributes around that color, like I've never seen an OEM paint job without clear coat?
I have brought back many paint jobs for friends using a quality orbital and compound. I live 25 minutes from Griots detailing supplies. Use a clay bar, wash, dry, compound (it's yellow, an all-in-one compound), then finish that off with a sealer.
I did my 4runner quickly/semi-halfassed cause it's a truck. However, my paint looked/looks great when washed 6 months later. It takes about 5-8 hours depending on your commitment level. On something like that, you would definitely notice a difference.
I have a bit of experience with base/clear and enamel paint jobs, but never personally buffed them with flaking clear coat. Someone with more experience can likely advise you further in regards to that.
