Fan Clutch and Gas Mileage

Maybe, I didn't search enough or searched for the wrong thing but can a bad fan clutch effect gas mileage

Yes.

A fan that runs all the time puts significant strain on the engine.

Look used. They aren't cheap new!

Very much so. It could cause a drag on the engine for starters. But you should be able to hear it all the time.

Buy new (OEM) if you are going through the hassle of changing it out. Aisin and no other.
