First, did that happen because of any swelling or displacement of the airbag itself? Because that would be a real concern and should be investigated (carefully!! with key off and battery negative disconnected for at least 90 seconds). Is there an SRS light?

I did not, the previous owner said his dog pulled on the edge and it ripped. There is not an SRS light. So I should replace the entire dash piece? Because it is all one huge piece.

Hehe. That puts a little different light on it. Some dog. Probably left him in the car with a SlimJim in the glovebox.
Just because the book says something doesn't mean you can't ignore it. I just thought you should know, and I was more worried when I was afraid the airbag might have been the cause.
It won't be pretty. Gorilla Glue is very tricky on car interiors because it expands a LOT, and tends to seep out at the seams and make a big mess. But it does glue well if you get it right. I avoid it for this reason and tend to prefer a 2-part epoxy.
Guys who do this for a living swear by 3M Window Weld, but it takes a special applicator.
How does it look when you push it back? Sometimes a heat gun can help plastic return to its original shape. If it looked good, I would try epoxy and some kind of brace rigged against the seat or even the sunroof to keep it in place.

That's just the leather part that goes on top of the dash. It won't affect any disassembly if you were to just glue or epoxy it back together. I've taken my entire dash out before so I know it won't affect it. And It shouldnt have any affect on the airbag as the airbag is a separate piece than that leather and you would just be gluing that corner back down.
