I'm almost positive that the Ontario safety standards and requirements are some of the most comprehensive in North America - so I'm not quite sure but I feel like it wouldn't take too much time to contact your local DMV and ask them. The exchange rate is great for you right now - $39,000 CAD is currently only $29,626.00 USD - thats an amazing deal

On the side if anyone needs to scrape a few loonies together I threw about $20 worth of loonies in the river when I crossed back into the U.S. after coming back from Thunder Bay at the Grand Portage crossing.
