Front "Crash" Bumper and Legality

So, I just had to pull the front bumper due to damage...

Does anyone know if the front bumper on a '97 4Runner SR5 is considered the "crash" bumper?

If so, does anyone know if it's legal or not to drive on the street without it? I live in Virginia, if that makes a difference.
