I'm from California where front plates are required, but I don't have a problem with that. IMO, the factory mount on the front bumper is a very clean design. When I see 4Runners without the front plate, it looks kind of weird to me, and if you put it anywhere else, it'll just stand out in a bad way. Go with the clean factory mount, it looks just fine.

Agreed. I just removed my front bracket and have been trying to figure out a better way to put the plate up there but can't come up with anything as easy or clean as the factory bracket.

First off... Almost half the people in the Bay Area don't run front license plates even though we're supposed to...
Second, if you don't want to drill holes; some strong double sided tape perhaps? Or Zip Ties?

i used some of these on my 2013.

The factory front plate mount on the 4Runner doesn't look too bad as front plate mounts go. Still, I don't have front plates on any of my vehicles even though my state requires it. I got a fix-it ticket once, but I chose to pay the fine rather than mar the aesthetics of my front bumper.

Need front plate here, in fact I had to drill into my new plate bumper to mount it and it looks like crap compared to without it, but I would NOT run without one. That's just that /one thing/ that a cop needs to see to pull you over and give you a bad day for everything else you've done to your vehicle that may be a bit iffy 
The factory mount actually looked ok. But yeah I think your going to have to drill the bumper cover BUT if you move someplace and want to take it off, they sell little circular push pin things to fill small holes and they look pretty good actually so I wouldn't worry about that too much.
Course, this is coming from someone that just cut that entire center section out of their bumper cover, so maybe I'm not the best to give defacing advice

I don't recommend coming to CR or Marion minus your front plate. Cops here have a tendency to pull you over. Depending on which statute they write, it can be very expensive. The one about concealing is the bad one but the equipment one isn't so costy.

I have not heard of the "concealing" ticket just the equipment violation one that starts at 75 then doubles after that. I do have an Iowa Firefighter plate for the back. But what I really would want to tell them is......

iowanative2001, you made me curious and I looked through the state code. The law I was referring to is no longer there. It was kind of ambiguous and may have been struck. It had to do with making a swinging mount that would allow air to push the plate back at speed or mounting at an angle to make it unreadable. The replacement states that the plate must be firmly mounted in a vertical position at least 12" above the ground to the bottom of the plate. I'm not sure my Corvette is legal, it sits quite low. The latest gig is to nail people that have plate holders that cover any portion of the plate lettering including county.

Not trying to be an a$$hole at all, but how is that better than the stock location in the bumper? Edit: sorry, I assumed this was another thread showing various ways people mounted their plates, not one showing how they avoided drilling into the bumper. I'm obviously an idiot.
