Front tires locking on snow

So i just bought a 2004 4.0 4x4 and the front tires lock up on snow. I have played around with 4x4 hi, low, and 2wd and they all do the same. Almost seems that the abs isnt working as it doesnt try to apply, or that the brakes arn't equal. Has anyone had this or know of things i should check? Would the vcf trac off be disabled?

The only reason i said the vsc off, is because i parked it on a hill and had the vsc off, trac offand cel come on. It was for a o2 sensor. I cleared the code and all lights went off but would the system still be disabled or have nothing to do with the brake issue i am having?
 
Any Check engine codes will turn on tracs and vsc lights and check engine light. Clearing and then restarting should give you back traction control and abs until the lights trip again.
 
Just an update it seems that the abs is what might not be working. When you apply the brakes and the front tires lock the abs does nothing, no noise, nothing. Any ideas?
 
I have thought about that but the car seems to drive good and is getting good MPG. Are the brakes a possability and how to check if so?

If you're not getting any pulsing or strange noises during lockup, something is wrong with the ABS. To prevent front wheel lockup, in slick conditions stay in 4wd with the center diff locked. This will keep your fronts from locking prematurely, as front and rear axles are tethered together.
