Frozen Bolt driving me mad

So, I'm installing new struts in my wife's highlander. I know, this is a 4runner forum, and I have one, but i need some help. The two lower bolts that mount through the steering knuckle...the lower one is frozen on 3 of the 4 wheels. The upper ones seems to be fine. Car has 190K and never had struts replaced.
I've tried PB blaster, WD 40, heating the nut with a propane torch, breaker bar and my ingersoll rand heavy duty 1/2" impact gun rated at 300 lbs torque.
How the heck do I get these things off. Any suggestions would be appreciated otherwise, its off to the repair shop and $$$.

If they are nuts, you can try a nut splitter.

I didn’t have luck with a nut splitter on my rusty suspension, but I didn’t use a power tool, either. The nut splitter made a dent in the nuts, but didn’t split them.

I ended up using a grinding wheel to cut the frozen nuts off. It worked for me.

Couple of things to try.
1. Keep spraying with the PB.
2. Get a ball pin hammer and a regular hammer. Put ball against bolt and tap flat side with other hammer. Hopefully the vibrations created will allow the PB to penetrate deeper.
3. Try to tighten the bolt. It might break the seal allowing you to loosen it.

This except if you can get some Aero Kroil use that instead of PB Blaster. Plan B is grinder wheel to cut it off.

Aero Kroil is really good stuff. Another great product is called Free All.
Both of these penetrate and attack corrosion.

Patience, spray, tap tap tap, heat, impact. Repeat

heat. use a propane or map gas torch or real acetylene torch & if its a nut heat the nut, if its a bolt heat the area the threads go in to... after a minute or so, use a impact gun or breaker bar & they should come loose. heat will expand the nut or boss around the threads & 1, break the rust//corrosion bond or 2, expand enough to free up the nut/bolt. have used heat literally hundreds of times on 30-40 year old cars rusted beyond belief & 9 out of 10 times it works great.

also some bolts have thread locker on them that requires heat to break free, no amount of penetrating oil will work if there is thread locker.
