From shipping a few sets of wheels in the past, I've found that it's usually much cheaper if you tape two boxes together and have two boxes that are 51lbs each and 20x20x24 inches.
 
Taking that approach, two boxes, each 20X20X24 containing two wheels each is actually more expensive to nova scotia- 211.93. And you still have one more loose box for the spare wheel that needs to be shipped.
