When you disconnect the lines, you'll get some residual fuel out. Sounds though, like you have a faulty pressure regulator and or lacking fuel pressure due to a faulty pump/regulator.
Anything that helps to improve the proper atomization of the fuel spray will help "cold starts".
I finally changed out our regulator(wt 94k on it) this past year and ethanol had killed it. The thing would barely hold any residual pressure. It's amazing the truck even started and did not foul out the plugs(or worse, wash down the cylinder walls with fuel).
