Ok, I got everything working! Here's what I did:
- The cable installed automatically - as far as I can tell the drivers are included with Windows. If that doesn't work for others let me know, and I can post the driver it's using.
- I don't have a CD drive on my laptop, but I already had a copy of Techstream (version 12, in cast it matters). It had a registry edit to allow Techstream to use this cable. That can be found here: https://drive.google.com/open?id=1KNYtuYCosZ1nkcLweKO8cITOJDCkOlc4
and I took a quick look at it to make sure it doesn't do anything malicious - I'm not an expert, but it looks ok to me.
Once I ran that and restarted Techstream, I was able to go to System -> VIM select, and there was an XHorse option which worked perfectly.
One other note - it bugs me to install a specific (old) version of Java every time I run it, but it hasn't caused any problems yet to not have it.
If anyone runs into problems let me know, and I can try to help troubleshoot.

What firmware version is on the cable? Is it 1.4.1 or 2.0.1? As a mobile programmer, I read a lot into these cheap/clone cables. If you're going to do diagnostics, you should be fine. Programming with these are a huge no-no. Last thing you want to do is have the cable die out in the middle of a reflash.

I bought the cheapest Mini VCI cable I could find on a Ebay and it fried the USB port on my laptop.
Then I bought an other Mini VCI cable and made sure to get one with firmware 2.0.4 which cost quite a bit more. This one seems to work perfectly.

I purchased the cable a couple of weeks ago from the ebay seller mentioned on the first post and I was able to install the Techstream software (13.00.022) on Windows 10 (64-bit). The app launches fine and I can connect to the car and see several modules. However, when I try to read the TPMS codes/values, the application crashes. Anyone else having issues with the app or has been to successfully read the TPMS sensor codes?
