Headlights

I'm not able to pass the state inspection due to the high beams not working. Low beams are working fine. If I flash the highs or turn on the highs the lows turn off but I have no highs on at all never. Could it be that the high beam filaments on both bulbs have gone out? Or can it be the relay? I'm not sure what is going on. This is on a 97 ltd.

get a volt meter out and test the plugs... its kinda suspicious that they both would go bad at once, but it could happen. if you have no power at the plug then its probably something further back in the system that has failed. if you have power at the plug then you have bad bulbs. how long has it been sense you last replaced your bulbs?

do you have factory oem headlights? or did you install any type of aftermarket (e.g. HID) headlights? or an aftermarket wiring harness?
 
I purchased the runner around 16 months ago and haven't swapped out the bulbs. It has oem lights but it does have wiring for driving lights which I don't have hooked up right now. Before I removed the driving lights the highs didn't work either.

Ît's pretty common to see both fried. The reason is that many people just don't notice one is dead until the second one goes and they are totally in the dark. This is especially true of highs where they are not on when people are coming the other way and might flash the 'one-eyed driver.'

UPDATE: Fixed! I removed the dimmer switch and noticed that it had previously had a malfunction at one point. It melted the plastic on the board. I removed the melted plastic, bent the contact spring and done. I'll have to replace it for sure but for now it'll get me the inspection sticker I need.
