HELP!! Can't Power CB

Alright, so I bought a cobra 19 DX IV, put it in the place of my ashtray, install looked great, but I cant get power... wire is directly on battery, inline fuse isn't blown. However, when I get a good ground contact the inline fuse glows.. is this normal? meaning it has power or does it mean the fuse is too small/big? All i know is I have power in all my connections, and power to the cb, a good ground, but it still wont get power..

Messed around with it some more, now i have it spliced into the cig lighter for power, grounded on a bolt, but every time I turn the key to my T4R it blows the fuse. I have the size fuse in it that is says on the side- 2A-250V. I'm clueless

Yeah there really isn't much to it, red to batt+ black to ground. If your blowing fuses, it seems like there is something wrong with the radio. Is the radio even powered on?

If not (Well even if it is! But especially if not), there's something wrong with it, I'd return it for a new one...
