Can anybody verify the OEM part? I saw this online, but can't really tell if it is the right thing...

Its like 115 here in Phoenix and no issues here, none that I know of
I just replaced my liftgate switch. I wish someone had posted that the top of the garnish pulls straight out because I broke that part lifting up and out. I glued it back together and it seems fine, but still.
The other surprise was that all six nuts holding the garnish were less than hand tight. I could tell from the plastic sheeting that nobody had been in there before. This was a factory lapse. Bad quality control.
Does the rubber piece have to be replaced? In other words, can you just clean off the sticky mess and leave it like that? Yes, I am having the same issue but would rather not replace it with another piece of rubber that is going to do the same thing.
Rubber can do weird stuff in heat.
I noticed that the game console rubber ends were "melting". Basically gets sticky - It's called reversion. I was able to clean it up with some friction and Simple Green.
You might be able to clean it. Here is one method use at your own risk
How to Clean Sticky Rubber : 4 Steps (with Pictures) - Instructables x`
If you google clean sticky rubber you will see a bunch of other methods with baking soda too.
