BLUF: how do I remove the 'camshaft timing oil control valve assembly' on the right (passenger side) cylinder head - its blocking the first head bolt on the intake side . . . (03 4runner - 6cyl, 4.0, SR5)

so, my kid bought an 03 4runner (6cyl, 4.0) while I was out of the country only to find it overheating - shop said due to either a leaking head gasket or cracked head (#6 seems to be a common problem). We have little experience but more time than money so we jumped into it. We removed the left cylinder head w/o problem (OK, some headaches but got it off) and it's at the machine shop now being pressure tested. The problem is the right cylinder head - there's a bolt looking thingy in the way of the first cylinder head bolt on the intake side. Based on looking at the shop manual it looks like it's the 'camshaft timing oil control valve assembly'. We removed the bolt that seems to hold it in place and pulled, but just yanked off the electrical portion, leaving the bolt in place blocking that head bolt. Is there some sort of trick to removing this thing? Or did we do something wrong (maybe it moves out of the way if you correctly place the engine in TDC?). Appreciate any help or advice you might have to help us out of this mess. . .
PS - it looks like the left head gasket was leaking water into the cylinder, so if that was the problem we don't necessarily need to remove and replace the right head gasket. I figured it took so much work to get here that we should just replace them both. correct thinking or should we leave well enough alone?
