How do I fix this? - Loose bolt on coilover

I've been noticing some noise out of the front when going over bumps so today I took a look and noticed I can spin one of the bolts. How can I tighten this? Does the coilover have to be removed?

If it were mine I'd grab it on the threads with a pair of vise grips and tighten it with a wrench. Worst case is you have to cut that part to remove the CO in the future. I'd deal with that when needed.

Thanks. Tried that but is isn't budging. I sprayed some PB blaster on it and will let that soak overnight then give it another shot tomorrow.

Try a pipe wrench if you have room. Sound kind of crude but you have little to loose at this piont.
 
Tried everything I could without luck... double nut method, vise grips and pipe wrench as suggested. Dropped it off at the dealer this morning and got a call later to tell me that I need to replace the top hat. I have two replacement top hats being overnighted from Toytec. I figured since they are already working on it, might as well replaced the damaged one and the other side just for an added piece of mind.
