I only deal online for both of my recent purchases, agreed on price, and then finalize it at the dealership. I got $6000 off MSRP for mine. It did however take 1.5 months of negotiations but I was in no rush and they knew it. Got the exact interior/exterior colors I wanted on a special order and had to wait 2 months.
If you're not in a rush, show your interest and let them call you.
Do not worry and do the best you can. Until I see a copy of the sticker and the bill of sale I wont believe anything. Too many variables otherwise.
Its the West Coast tax. I was having the same issue here in Oregon until I lucked out and found a used 2017. Just be diligent.

It seems like used 2017 here are just a little less if not, the same has new 2018 models. I would have to get like a 2014 with 50k miles to see a significant discount.

I puzzled how some people can get $5k off MSRP. I'm struggling and the best i can get is $2400 off MSRP.
It is hard to say about the discount, as you don't state what the MSRP of the vehicle is or what the $4,000 off equates to. You also don't indicate what sort of options are on the vehicle, so your question only raises more questions.
I bought my former FJ Cruiser as a year old model and only got about $3,000 off of the MSRP, but in whole dollars it was the cheapest FJ Cruiser I found and I only saw one year old model that was listed cheaper (about $500 less than what I paid), about 3 or 4 months after I bought mine. So I knew I got a good deal.

I just bought a 2018 TRD OR with KDSS, everything else is basic (cloth seats, no cargo pull out, moonroof or anything) and paid $39,500 OTD in Phoenix AZ. I had one dealer that laughed me off for any offer less than $40k, and another that wouldnt go lower than $39,750 OTD for the same model.
Also, I have been tracking the used market extensively for the last 3 months, and I talked to someone who sold a used 2016 Trail with ~15k miles for $38,000. So i figured a new one for $1,500 more than that was better deal than going with the used market.
