How to Clean: Dust on the Underside of the Hood?

The yellow insulation material that's on the underside of the hood of my 3rd Gen 2000 T4R is super dusty – they're very fine particles. How should I clean this out? I assume that water is out of the question. Would compressed air be good (not from a can).

I would either try using an air compressor with a blower nozzle.

Or a high power leaf blower.
