In order of destructiveness...
1. Try and knock the rust off with a wire brush to get a good socket fit.
2. Soak em in PB Blaster/kroil.
3. Heat em with a torch, then try while hot.
4. Dremel the nuts off, clean up the threads and replace with new nuts.
Mine was like this. I got away with just the wire brush. Good luck.

I pretty much have to torch all my frozen nuts and bolts off. A bottle of MAP gas comes in handy. Heat em up cherry red and they brake loose. Helps in preventing broken bolts also. I've been using stainless and anti-seize where I can.This is what it looks like, not much to work with.
