Hydraulic pulley tensioner isuue

Hello guys,
I'm trying to understand why my hydraulic pulley tensioner is loose so much that I can move it with my hand? Does it suppose to move like that from the small metal pin under it? And I see people saying that a special tool is needed to hold it down... Do they meen that this pin under the tensioner need to go inside? and how do i suppose to push it down? and do i need to adjust it back up when im done?
Can someone please explain

I assume you are you talking about the timing belt tensioner and not the serpentine belt tensioner?

Correct I'm talking about the timing belt one

When installing the tensioner you have to compress it in a vice and install a pin to keep it compressed while installing. After the belt and tensioner are installed to pin is removed to put tensioner on the pulley. If yours is already installed and there is no tension on the pulley I would say the tensioner is shot. At least that is how it works opn my 4.7 V8.
