Hydrocarbon air filter removal have any effect on passing smog test?

I wanna see if my mpg will increase and reduce the sulfur smell on my v8 but don't wanna screw myself as I believe it's a permanent mod. Anyone done this?

nope smogged my car the last 2 times, passed with no problems
