The hitch ball mount should first be adjusted up or down, so that the trailer tongue and frame is more or less level (horizontal) when sitting on the ball.
After that, you can adjust the chain tension on those bars to transfer weight to the vehicles' front wheels, and "level" the car.
If, after all is adjusted, those equalizing bars are close to the ground, that is just the nature of the beast. - one of the reasons I prefer the Anderson hitch.
Some weight-distributing hitch set ups are worse than others.
