ID1 Radio Installation Sub Assy Wire and Instrument Panel Wire (Left Kick Panel)

What is this and what is it used for? Trying to figure out a good location to tap into for the inline converter to rca without removing the radio to install an amp under the seat. Could this be used for that? I saw it listed in the wiring diagram. I have an 08 limited with JBL and no navi.
