Installing Fog Lights with no OEM fog lights?

Couldn't find a more recent thread and I still can't post new ones since I'm a NOOB.

My 02 SR5 limited has fog lights, but no fog light switch on the dash. Am I missing something or is this a common thing? I can't get them to turn on with anything

My 2000 SR5 is the same. I've got the lights but no switch I can find.
I was thinking someone replaced the front bumper cladding with one with lights.

ok so I fiddled with it today as I was cleaning the leather as well. I thought what was fog lights actually turned out to be my blinker lights haha! I figured the yellow lens by the headlamp was the blinker. I just bought this car 4 days ago so I didn't realize the blinker was on the bumper. The lens was clear so I assumed it was fog.

Turns out there's a circular black plastic (that's the fog I assume)
