Instrument Cluster lighting works but gauges doesn't

My buddy has a '92 4Runner and his cluster's lights work but not the gauges work. All fuses are good. Any suggestions

The gauges use the 10A GAUGE fuse, while the backlighting uses the 15A TAIL fuse and TAIL LIGHT relay. Are both fuses good?

yes, fuses are good

forgot to mention the power windows and turn signal also went out but hazard light works on the instrument cluster

anyone have a link to the wiring diagram. i couldn't find any
