How can you be certain? Have you disconnected and removed the KDSS cylinder and the noise went away? That is the only way to troubleshoot that component.
Changing out the hydraulic fluid for new will have ZERO effect on the operation of the KDSS circuit. Now if you have lost fluid then you need to have the reason you lost it fixed first and then add fluid.
My opinion is KDSS is not your problem. Why? At low speeds below 12 mph your KDSS cylinder is not putting pressure on your sway bar anyway so if you have the same noise at low speeds as you do at high speeds then KDSS is not the cause. Sounds like a bushing or something else making the clanging noise.

I think this has been well documented to not work as all instances I have read about resulted in the 4Runner being turned away as it's not a Lexus.

ALL dealers should be able to work on ALL vehicles of the manufacturer they sell for...and represent. I'd be calling Toyota.

Well actually I disconnected the sway bar and it did go away.
So does anyone know a dealer that can help me? I might be calling Toyota soon.

That means that it could still be a sway bar bushing.
Is your skid plate damaged in any way?

I replaced the OEM KDSS swaybar bushings @ 12000km on my 2016 Trail, no change on clunkyness going over potholes or while turning left at speed while going over a bump.

I also tried adding an extra washers to the top of the shocks to compress the rubbers a little bit more... no change.
Also tried putting a rubber stopper between the top of the front KDSS piston and the metal support that the piston is bolted to... no change.
I can emulate the looseness I think your talking about by repeatedly stabbing/releasing the brakes while on a slow roll. CLUNK, CLUNK, CLUNK. BTW my 2012 Trail with KDSS did the exact same thing.
I think its either the control arm bushings or the KDSS piston bushings. The mystery continues. Dealer says its normal.

You are right... they should. But then real life happens. Calling Toyota is useless as the dealers are all independent. You cannot be that naive right? Lexus is Lexus even though the 4Runner and Lexus are built in the same plant. Totally different rules at the dealer level.
With that said, OP changing your fluid will not cure your problem. That will be at least a $2K lesson.

I am speaking about Toyota to Toyota, not Toyota to Lexus. Within that realm they should have to work on the vehicle.

Unfortunately, this scenario is pretty common. Sometimes it is extremely hard to find a Toyota dealer that will work on KDSS.
Dealers take on work if it results in profit for them.
This is just one of the cons of KDSS. It generally just works, but when it goes wrong... it can be a ***** to get it fixed.
