Years ago I had a Honda Accord and it started collecting water in the passenger footwell. The carpet would get all wet. I finally figured out that the internal blower housing with the evaporator was filling up with water that was supposed to drain out through the hose in the pictures. On my Accord the hose actually poked out through the firewall much lower.
So I did what you are doing. I pulled it all. The glovebox and every piece that was in the way of me and that hose. Then I pulled the hose off the evaporator. Nothing. UNTIL i poked a Q tip in there. Turns out that over the years enough dust and crap collected in the evaporator/blower housing (maybe even mold) that it formed a plug that prevented water from draining through the hose. The Q tip went in and all the water collected in the evaporator poured out into the passenger footwell. It was a lot!
So save yourself some trouble and try this. Find the hose where is goes through the firewall just like you see in the picture. Get a long piece of flexible wire and feed it up through the hose. Work it in and out and see if that knocks a block out of the way. Water should pour out pretty quickly. I say this because a friends car had the same problem. I didn't tear anything apart this time. I just found the hose and ran some electrical wire up it. That broke through the blockage of dust, dirt or mold and out came the water. And I didn't have to tear anything apart or get more water inside the car.
