Leaky Roof?

Back in the fall, I got into the truck after a pretty serious downpour and as I pulled my seatbelt on, it felt really damp bordering on wet as it unreeled further. The carpet below the pillar was damp as well. Anyhoo, I added an OEM roof rack (my truck just came with the deletes) that I found on wreck back in the summer and assumed that it was the culprit. I whacked some marine silicone into any visible gaps/holes and figured that was it. However, after a rain/snow mix last night, I got in the truck today to find that the seatbelt was damp/wet again.

Anyone have this problem before?

If the temps get above zero, I'm going to pull the rails off and silicone the hex screw holes once again to see if that does it. I'm thinking it could also be the sunroof. On my VWs I used to be able to ram a coat hanger through the sunroof's drain hole however, don't know where to locate on the 4Runner. There is a bit of hose extending down through the rear D/S quarter panel but where does it start (assuming that's the sunroof drain)?
