Good chance on both counts.
I would take a wire brush and scrub the threads and head of the bolts down to remove as much rust as possible so my PB blaster has a better chance of penetrating.
When I removed my front calipers I wiped a little anti-seize on the exposed bolt threads to make my job easier. Oh wait, I couldn't reach the caliper bolts, it was the small bolt that held the brake line bracket to the spindle.
Get a puller for the tie-rod and a good sized hammer to smack the old ball-joint while you torque on the puller.
