Like any used car/truck look for the tell-tale signs of abuse.
Check the underbody for rust
the oilpan shouldnt have any dents
rear tailgate window goes down smoothly - and back up when you want it too.
check the 4x4 Hi/Lo and 2x4 that they are working properly and not stuck in mode.
check under the rear seats and make sure the jack and spare tire arm is still there.
ask for any receipts for any work done to the car (recent tuneups, timing belt, waterpump, etc)
If he lets you - jack up the car to inspect the floors for rust, holes, dents. While it's up - try to shake the front wheels - if there is any play, then you may have some suspension work to get done.
OR, an alternative is to find any abnormal tire wear in the fronts.
also - try to stall him for as long as you can before he starts the motor. If a cloud of smoke explodes out of the exhaust when you start it up...it could be that the valve stem seals are gone - which is $$$$$$
Find everything that is wrong with the truck - and I mean ANYTHING that you can use to lower the price. paint scratches, stone chips, dirty carpets, muffler too loud, no cigarette lighter....whatever. Parts are hard to come by (in my area anyway) because the 3rd gen Runnners NEVA DIE!!!!! I cant find any parts at any scrap yard, used parts stores, or auto recycler.
