If the stud is indeed apart of the "bracket", the stud wasn't milled/made with the bracket and threads tapped to create the stud, the stud was added/screwed in or welded on after the bracket was milled, I don't see why it can't drill out and tap for another stud or just a bolt.
It wouldn't be that hard of a job to drill and tap it especially since it appears to be aluminum, that would be much cheaper than purchasing a new bracket.
