Max Throttle Opening?

I was cleaning my throttle body today and doing a silencer removal mod. I tried to open the throttle by turning the thing where the accelerator cable connects (sorry dont know what its called but you get the idea). So the throttle does not open all the way. Is that normal or theres something wrong with it? Heres a pic with its max open position. It does open all the way if you push it with a finger though.

'01 or '02 throttle-by-wire, right? The cable is only for 'limp-home' mode. The servo motor is what gives you full wide-open throttle. If an earlier year, then something is wrong.
