Multiple warning lights on

ABS, VSC, airbag, and cruise lights are on, and just keep flashing. I managed to get it into diagnostic mode once, but have been unable to clear it. Airbag and cruise flash, VSC and ABS go out normal when I'm moving >5mph. Any ideas?

2001 4Runner, 4WD, auto, 5VZ

To state the obvious.... what are the codes? Are there any OBD2 codes?

Ive seen this happen when losing power, are you getting 14v when running at battery? ABS pump failure may cause this also?

No codes show, all the lights just blink.

Battery is 12.6v, while running 14.1.

Tc to E1 should be 10-14v, I have nearly zero. Trying to trace if Tc circuit is shorted somewhere.
