OBD Tool for More Than Diagnosis?

On some of the newer vehicles in order to customize certain features like if your seat belt buzzer is on, or how long your lights stay on after setting alarm... the dealership has to hook up a laptop to do this for you.
I was wondering if there's an OBD tool or APP so we could make these adjustments ourselves, anyone know? :der:

Yes, look on ebay for the obd2 to usb adapter, they usually come with a uhhhh "trial copy" of techstream (the software the dealer uses to pgm those features).
