What non government entity license's ham radio's?

Licensing is Federal, and not applicable to this conversation... Licensing does not and can not prevent illegally activity. Even a unlicensed user is authorized the transmit in an emergency to preserve life. I had a ham radio for over 10 years before I decided to get my license.
To be clear, the scope of my comment was limited to operational infrastructure. Because physical infrastructure (equipment) is decentralized and not regulated by a single entity. HF radio can talk globally and the user/operator is solely responsible for the equipment. Nothing to do with licensing.

I have CB, FRS/GMRS and HAM.
FRS/GMRS is great for trail coms, and convo'ing. Everyone has at least one cheapo talk-about, or can pick up a cheapo set at walmart as a last minute purchase. I have a mobile setup, and its my preferred way of communicating on a road trip.
CB: is kinda of obsolete now.
Garmin In-reach: my go to, emergency communicator. Lets people know where to find my body.
My HAM radio is good for: bragging on the internet. On the world wide internet, it seems everybodys a HAM radio. In real world usage, not many people actually do. Since they are programmable, they would be great in a SHTF scenario. Thats the only reason I own one.

As many have said the CB radio which requires no licensing but is very limited in distance and clarity is obsolete now for trail use especially now that GMRS has evolved with higher power mobile units and repeater channels which also requires a FCC license that involves no test just fill in form and pay fee and it’s good for you and your household.
Ham is a great option to keep in your rig also since it’s been in use a very long time, can be used for simplex short range or farther by jumping on a repeater frequency which is very accessible now with tone coding for the repeats online or in guidebooks. Ham license now days can be done online by taking the test and paying the fee but a ham license can only be used by you alone. Additional if you want to reach even farther distances you can get a higher FCC level ham license and go explore ham HF stuff.
Personally I also have all of the above except HF. I mainly use on daily basis or trail my gmrs or ham units. My CB is just there in case as a backup.
