P0136, no data from sensor.

My 4runner is a 2002, sport edition.

I've had the P0136 code for a while, replaced the sensor first and that didn't do anything. So I got a OBDII reader that can pull real time data. It does appear to work properly, I can see basic stuff like engine rpms no problem. But when I add a gauge for the downstream O2 sensor it just sits at zero and says "no data". The one I'm looking at is bank 1 sensor 2, which is what the code identifies as the problem circuit.

So is it safe to assume this means a broken circuit? I've looked at the wiring near the sensor, as far as I can trace it anyway, and it looks ok. Is there a fuse to check for this? Any troubleshooting tips would be appreciated.

I've read that a malfunctioning downstream O2 sensor will affect gas mileage, because of the way the '01 and '02 emission controls work. Something like the calibration between sensor 1 and 2 won't work so the computer will run the engine rich all the time. But I'm getting about 16mpg with a mix of around town and highway driving. I thought that sounded about right, should it be doing better than that?

Run a continuity test on the wire at the O2 sensor plug and the ECU harness, if broken then Check the wire for breaks all the way from ECU to sensor.

EDIT: also check that where the O2 sensor plug grounds is good.
