Paint Recall?????

Hi guys, just have a quick question...
I was surfing clist and saw this runner 1996 Toyota 4runner limited

in the ad the guy says '' Has some peeling paint since it wasn't repainted during recall back in the day.''

Take a look at the pics.
has anyone ever heard of a paint recall????
OR is the the guys just full of BS......

I heard some old rumors of Toyota using crappy paint on certain year groups, but IDK if they ever actually issued a recall.
