parking lights

I have a 2004 4runner and when I put the parking lights on, only the ones by the headlight turn on. The ones on the bumper are only on when I turn on my turnsignals. Mine is only an SR5 and I know that some of the sports and limiteds have the parking lights that are on when you turn on the parking light switch. Now my question is, is there a way to make them come on when you turn on the switch? I would imagine that maybe the sports and limiteds have a different harness but I did notice that there is another harness that does nothing but hang there. Any help would be appreciated

Your 4Runner's parking lights are working just fine. When you see some vehicles with the "turn signals" illuminated in a steady-burn mode, it is actually daytime running lights (DRLs) that are optional on the fourth generation 4Runner. {The DRLs come on when the engine is running and your headlights & tail lamps are not turned on.}

Toyotas seem to always have rather small parking lights - even though the light output is similar to most other vehicles.

BTW, my 4Runner does not have the DRL option.
 
I used the famous "Search" button and there is a lot of info on here of course but in the end, I found out how to do it. Now all I need to do is get the drl relay. Anybody know why there is an extra harness under the bumper by the foglight/turnsignal lights is for?
