Power steering pump pulley nut

What is the best way to secure the pulley on a power steering pump from rotating to remove the securing nut? I've hit it with penetrating fluid and I have tried to remove it with belt tension on and while trying to hold the pulley by hand, but the nut is too tight. I've thought about locking onto it with vise grips but assume this would be a bad idea since it could deform the pulley. I'm not seeing any other way to secure the pulley so that I can crank on the nut. Are you using an impact gun? Sometimes the quick hammer of the impact will break a tough nut loose easier than a wrench or ratchet.

Wish I had an impact gun. I only have hand tools. I wasn't able to get back to working on it over the weekend, but my next plan is to wrap rope around the pulley and double back on it to bind it up. I've sprayed it with penetrating oil so hopefully my next attempt is better.

I used a small pipe wrench on the back side of the pulley, where the pulley slides on the pump shaft. The wrench gripped the weld and held the pulley and I was able to removed the nut.
