Power steering pump replacement 97 4runner

Here goes..replaced my rack and pinion last night due to leak on left side. I had also replaced my steering pump a couple of days prior to that. It was loud from the get go but after installing the rack we checked it out again and no bueno. Recvd my replacement pump today and installed it. Bleed the system with front wheels off the ground, you know the usual bleeding, started the car and the pump was silent this time, nice. The try test, drop the front wheels and test the steering again. Well still no sound but now I don'thave any rack assist?
I am completely baffled now..fluid is present in the rreservoir. I did notice that while the truck is running with cap off the reservoir there is some bubbling inside. Still does not explain the new rack and pinion not assisting, very weird! Any ideas?

If there is bubbling, there is air in the lines. Bleed and bleed again.

I have been bleeding at one point for an hour.,still getting bubbles..I am thinking that there is an air leak someplace now..
One question would be is there or was there that much air in the rack an pinion?
