When I get to step 6b and hold both lock and unlock, then hold lock, nothing happens.
Any ideas? Is there a particular fuse I should check?

Is that to activate a coded KEY or to make the fob work?
So I am wanting to do this since I am in the market for a remote(Lost mine). While looking, I am running into which FCC ID I need:

Right now, I ain't feelin too bright...
Got my replacement FOBs today, and have tried several times to get them programmed, but I am not getting anything. I can get all the way to the point where the locks cycle indicating that I've entered programming mode, but no matter how long (or short) I hold the buttons (unlock and lock at the same time, release both, and press lock), the 4Runner doesn't respond at all.
I found the instructions from the link about how to replace your battery, and tried the "rewrite" option, thinking this was a used rig and might have too many remotes programmed already. Thinking I would be erasing all remotes, I decided to use my original remote. This time, when I hit the lock/unlock combo, the locks cycled 2 times. From what I understand, that means that the programming was not accepted.
I can't figure out what I'm doing wrong at this point. I double checked the code on the back of my original FOB, and verified that I did order the same code that I had (HYQ12BAN). I've tested the battery in the remote (3.11v).
What else should I be trying?
I had to clear all key fobs first with five ignition on/offs. then program the fob. the two turn clear then program wouldn't work if all five slots are programmed. all five slots have to be cleared then start from the beginning of the instructions to re program
