pulley tensioner question

hello guys,
i read that i need to use a special tool in order to move the pulley tensioner...
but mine is moving very easy by hand, is that ok????? and if so do can i put any pin to hold it or i need something special for that???
another question i have is about the pulley on the right hand side (if you look at the engine) when i turn it with a wrench it turns vey hard like it stuck is that normal???

Maybe you should throw up a pic of what you are dealing with. Did your belt break or just come loose?
 
If the tensioner went bad the belt should have come loose not broke. Are you talking about the cam pulley on the right at the top that won't turn? Cam bearings seized?
 
i think the tentioner moves a bit up and down but without the pushing pin that located under it, as i saw on the forum that pin is the one that you cant move by hand... any idea on to how to press it down?
and regarding the cam pulley, yes its the one on the upper right (driver side) it is hard to turn it compare to the other on the left, the left one has some resistance and then doesn't and some resistance and doesn't kinda like a spring... which the right one has non of this, do they need to be alike?
