This will not solve the OP's problem as that shouldn't be antenna based (all fuses checked, even the one in the engine compartment?), but...
[MENTION=111789]Vannnce[/MENTION] This might help you solve your problem since you are hearing the antenna motor working. If you have a broken antenna track you will want to pull the antenna motor apart and get the pieces out before you install a new mast. You don't need to take it apart as far as I did, just where the plastic track goes. Also, make sure the bevel nut actually screws onto the antenna mast (I lightly push up on the mast from underneath while threading the nut on above).
