Rear Wheel Weld Question Pass. vs Driver

I was airing up tires on 2013 4-runner and looked up and noted that the rear wheel welds did not match Pass. Vs Driver side. Can someone possiably explain why? I have attached some pics of each side for review. Pic 314 is driver side wheel weld facing towards the back and pic 317 is pass side also facing the back.

Do you mean wheel wells instead welds?

The passenger side has a cover to gain access to the fuel filler tube I would think... but Not 100% sure.

I do remember taking that off on my 4th gen and seeing the tube right behind it. Serves as an easy servicing point.

I'm going to assume you mean wheel wells as well, because from your pictures I can't see any welds in detail.

I would assume the wheel wells are mainly different because one side has the fuel filler neck and that's usually just covered by some plastic cladding.

Canadian Trail Edition, and the difference is definitely the cover for the fuel filler tube on the drivers side.

Speaking of this cover, mine rattles like crazy when driving down the highway. I've currently got it duct taped as we just returned from a 1200 mile road trip and it was very annoying to back seat passengers.

What's the proper way to secure this panel? New one month old 2015 with 2500 miles after the trip. Thanks, haven't had time to get back by dealer.
