The dealer selling that vehicle knows that it's worth much higher than the KBB value. It's a dealer, so they purposely list it high and hope that someone just walks in and pays full price. I don't think they personally think that 4Runner is worth 9k but the buyer might.
Roughly 10% of 3rd Gens are manuals so if that really is the deciding factor (which it sounds like it isn't) there will be more out there. Also if he's willing to travel out of CO to look for a deal, they are out there.
